The pilot has done an excellent job; - there's a busy public road beyond the boundary fence,less than 50 metres from the end of the runway. I have been advised that in point of fact this is a (former) IL-22 airborne command post stripped of mission equipment - note the fin tip pod which regular IL-18s do not have.
